Job Detail
  • Enforce regulations relating to cross-connection control and recycled water use within the District’s water distribution system
  • Conducts on-site inspections to assess and document potential cross-connection hazards at customer premises
  • Compiles and interprets information to aid in the determination of water use site cross-connection control hazard classification
  • Reviews and verifies results of periodic backflow prevention device tests for accuracy and compliance
  • Performs testing and installation inspections for backflow prevention devices
  • Performs recycled water site inspections and cross-connection tests in accordance with state and local requirements
  • Assists with investigations and documentation of potential backflow incidents
  • Reviews plans and specifications for conformance with cross-connection and recycled water regulations
  • Assists with administrative tasks, including database entry, reporting, and maintenance of inspection and testing records
  • Communicates with customers to explain requirements and coordinate inspections or corrective actions
  • Performs underground service alert markups for the recycled water distribution system
  • Assist with testing and calibration of meters using various testing equipment
  • Assists, as needed, with meter reading for the recycled water distribution system
  • Assists, as needed, with field customer service functions
  • Assists, as needed, in the operation and maintenance of the District water distribution system


  • CROSS CONNECTION TECHNICIAN II

    Duties include, but are not limited to, the following:

    Enforce regulations relating to cross-connection control and recycled water use within the District’s water distribution system
  • Conducts on-site inspections to assess and document potential cross-connection hazards at customer premises
  • Compiles and interprets information to aid in the determination of water use site cross-connection control hazard classification
  • Reviews results of periodic backflow prevention device tests to ensure proper testing by backflow testers
  • Performs testing and installation inspections for backflow prevention devices
  • Performs recycled water site inspections and cross-connection tests in accordance with state and local requirements
  • Reviews plans and specifications for conformance with cross-connection and recycled water regulations
  • Communicates with customers to explain requirements and coordinate inspections or corrective actions
  • Performs Cross-Connection Control Program administrative duties, such as internal and external reporting and record management
  • Perform administrative assignments supporting compliance with LA County Sanitation District’s requirements for the purchase and sale of recycled water, such as internal and external reporting and record management
  • Performs underground service alert markups for the recycled water distribution system
  • Performs testing and calibration of meters using various testing equipment
  • Assists, as needed, with meter reading for the recycled water distribution system
  • Assists, as needed, with field customer service functions
  • Assists, as needed, in the operation and maintenance of the District water distribution system


  • Typical Physical Activities

    Operates District vehicles to travel between assignments
  • Stoops, kneels, crouches, crawls, and climbs during field assignments
  • Must be able to carry, push, pull, reach, and lift equipment and parts weighing up to 50 lbs
  • Works in an environment with exposure to dust, dirt, mud, and significant temperature changes between cold and heat
  • Work involves exposure to cleaning solutions and chemicals
  • Occasionally walks on uneven terrain in an outdoor environment
  • Communicates orally with District management, co-workers, and customers in face-to-face, one-to-one settings
  • Uses a two-way radio for communication
  • Regularly uses a telephone for communication
  • stand and walk for extended time periods
  • Hearing and vision within normal ranges
  • Uses electronic/computer equipment to retrieve and transfer data while performing assignments in the field


  • Employment Standards Knowledge Of:

    Water distribution systems; hydraulics and plumbing systems; applicable State and local laws, rules, building codes, ordinances, and related regulations governing backflow prevention, cross-connections; plumbing techniques, practices, and materials; industrial type water systems and sources of contamination and pollution
  • Inspection, testing, repair, and certification of cross connection control devices, including prevention devices and those pertaining to water meters, motors, and pumps
  • Principles, practices, tools, equipment, and parts used in the testing, maintenance, and repair of backflow prevention and related devices
  • Methods, materials, and equipment used in water service installation, maintenance, and repair work
  • Principles of water meter operation and measurement systems
  • Installation, maintenance, repair, and testing of water meters
  • Proper use of tools, materials, and equipment used to accomplish assigned duties or projects
  • Proper work safety principles and practices standards, including working in confined spaces and traffic control
  • Basic mathematics
  • Basic writing skills, including grammar, punctuation, and spelling


  • Ability To:

    Perform a variety of skilled and complex work in the repair, testing, and certification of cross-connection control and backflow prevention devices in accordance with State, County, and City ordinances and regulations
  • Maintain required certifications and license while employed in the classifications of Cross Connection Technician I/II
  • Work independently
  • Assist Field Customer Service personnel in the performance of their duties
  • Issue, receive, and comprehend oral and written communications
  • Prepare and maintain accurate and complete records and reports
  • Communicate diplomatically and knowledgeably with District employees and the general public
  • Perform arithmetical calculations
  • Establish and maintain cooperative working relationships
  • Drive a vehicle safely

    Desirable Education And Experience

    Any combination of education and experience that would likely provide the necessary knowledge and abilities is qualifying


  • A typical way to obtain the knowledge and abilities would be:

    Education/Training:

    High school graduation or equivalent

    Experience:

    Two (2) years’ experience in all aspects of water distribution


  • Certification

    State of California SWRCB Water Distribution Operator Grade D2 Certificate is required
  • CA- NV AWWA Backflow Prevention Assembly Tester (BPAT) Certification within 18 months of hire
  • CA- NV AWWA Cross-Connection Control Specialist (CCCS) Certificate within 18 months of hire
  • State of California SWRCB Water Treatment Operator Grade T1 Certificate is desired


  • CROSS CONNECTION TECHNICIAN II

    Experience:

    Three (3) years’ experience in all aspects of water distribution, one (1) of which has been in cross-connection control


  • Certification

    CA- NV AWWA Backflow Prevention Assembly Tester (BPAT) Certification is required
  • CA- NV AWWA Cross-Connection Control Specialist (CCCS) Certificate is required
  • State of California SWRCB Water Distribution Operator Grade D2 Certificate is required
  • State of California SWRCB Water Treatment Operator Grade T1 Certificate is required
  • CA- NV AWWA Water Use Efficiency Practitioner Certification, Grade 1 is desired


  • Special Requirements

    Ability to pass a pre-employment physical, including a pulmonary function test
  • Must pass periodic medical re-evaluations determining fitness for respirator use and be clean-shaven when wearing a respirator
  • Valid California Driver’s License – Class “C”
  • Must maintain an acceptable driving record as determined by the District’s insurance carrier
  • Reliable telephone in service at all times
  • Reliable personal transportation
  • Must reside within 30 miles of the District and be able to respond in a timely manner


  • Overtime Assignments

    The purveyance of water is a vital service to the community and, as such, requires the availability of District personnel at all times
  • Consequently, Operations employees, including the Cross Connection Technician classification, will be required to respond to emergency calls, accept periodic overtime assignments, and perform any and all other duties deemed necessary by the District
  • Lacking a bona fide excuse satisfactory to the District, a failure to report when called could result in termination


  • Fair Labor Standards Act

    For the purposes of the Fair Labor Standards Act, the Cross Connection Technician classification shall be considered a General Employee Unit, “non-exempt” position
