- Develops an understanding of all program functions in order to formulate department-wide contract and procurement policy and coordinates processes across divisions. Oversees the acquisition the development and execution of Service Contracts, Procurement, IT Project acquisitions, and Supplier Diversity, utilizing staff located in each program area. Manages, directs, and coordinates the activities of a core group of specialized technical staff responsible for oversight of multiple units that perform critical workload with a department wide and statewide impact.
- These critical activities include interpreting and applying all pertinent Public Contract Code, State Contracting Manual, State Administrative Manual, and any externally imposed contracting and procurement mandates and directives. developing and monitoring adherence to all departmental related policies, procedures, and guidelines. ensuring revisions to the SCO’s contracting and procurement manual are accurate, timely, and properly communicate. and providing consultation services to Executive level staff and departmental leadership. Oversee the Supplier Diversity Program, in collaboration with the Staff Services Manager II, providing direction for the annual efforts based on input from Executive and departmental leadership. Conducts the more complex and sensitive special projects and assignments related to the Office work, and manages all other special projects assigned to the unit. The position is responsible for collaborating with all Administration and SCO Division staff, disseminating policies and guidelines timely, and ensuring they receive the necessary training and resources. This position is responsible for partnering with Budget Office and Departmental Accounting Office leadership to provide fiscal oversight of all SCO funding.
- Advises departmental management on all contract and procurement matters affecting the SCO. This includes preparing status reports and updates for project management. Also responsible for developing and managing documentation needed to meet administrative and contractual reporting requirements.
- Develop, augment, and review policies and procedures for Contract and Procurement operations that are consistent with applicable rules/laws, as well as the Controller’s constitutional and statutory responsibilities.
- Encourages a teamwork approach among staff to ensure cross training and staff development occurs. Fosters a culture of collaboration, focused on the development and review of system requirements, training, re-engineering, change management, communication and other activities. Coach’s employees in achieving their daily work and professional development goals. Provides timely and constructive feedback to employees on their work performance and works with employees to develop and achieve their annual individual development plan goals. Take appropriate corrective actions, as necessary. Develop and takes appropriate steps to implement an approved succession plan for the Contract and Procurement Office.
- Serves as the primary contact with control agencies on contract and procurement related issues and demonstrates advanced knowledge of the State of California’s applicable processes and requirements.
